The benefits of paid parental leave are well-documented. In comparison to workers without access, workers with access to paid parental leave report:


(1)  better maternal health outcomes
(2)  greater emotional investment and engagement in caregiving among fathers

(3)  lower rates of infant mortality and post-neonatal mortality

(4) lower rates of pediatric abusive head trauma

(5) increased length of breastfeeding and

(6) increased well-baby care and vaccinations

Paid leave also increases worker retention by increasing the likelihood that a new parent will return to work. It also improves employee morale and family incomes. 

Victims and survivors of IPV are often overlooked as a population in need of paid leave. Because intimate partner violence often impacts the work life of victims and survivors, resulting in missed work, lost wages, and diminished performance as a result of chronic stress and allostatic load, victims and survivors are likely to benefit from access to employer-based paid leave as well.

Research suggests that paid leave benefits can alleviate work-family conflict which in turn reduces stress within the family – a benefit that may carry over to both partners in two-partner households.

Similarly, greater economic stability is likely to promote positive health and wellbeing outcomes for both partners in a two-partner household, but also provides victims and survivors with economic resources needed for leaving an abusive relationship.

Understanding how to mitigate the negative health impacts of intimate partner violence by economically strengthening employer-based supports for victims and survivors is also important.

In addition to providing financial support and job protection during times of acute stress and violence, strengthening employer-based supports presents an important opportunity to disrupt the negative effects of trauma and childhood adversity (e.g., child maltreatment, witnessing IPV, and family dysfunction) and their prospective health impacts.

Although there is little empirical evidence documenting the effects of employer-based paid leave benefits for victims and survivors of intimate partner violence, there is good reason to trust that employer-based paid leave policies will produce beneficial health outcomes for victims/survivors and perpetrators of intimate partner violence.  Accordingly, we maintain that paid leave protections are an important protective mechanism for adults and children affected by intimate partner violence.

The CDC asserts that “a combination of individual, relational, community, and societal factors contribute to the risk of becoming a perpetrator of IPV. Understanding these multilevel factors can help identify various opportunities for prevention.” Societal risk factors for IPV include: 

 

  • Traditional gender norms* and gender inequality (for example, the idea women should stay at home, not enter the workforce, and be submissive; men should support the family and make the decisions)
  • Cultural norms that support aggression toward others
  • Societal income inequality
  • Weak health, educational, economic, and social policies/laws

 

*A NOTE ABOUT GENDER: Gender is a set of social and cultural roles that are typically assigned at birth based on an infant’s external sex characteristics, such as genitalia. 

 

Gender roles vary across cultures, and the two most common genders are woman/female and man/male, although there are many more possibilities some of which are unique to specific cultures. The culturally-specific rules and expectations for behavior and self-expression associated with these social roles known as gender norms. Sometimes norms are explicit and formal –“what people should do” and there is another type of social norm that is subtle, informal – yet very influential, which can be understood as “the way the world is.” 

 

Gender norms create expectations of specific behaviors that vary for men and women. People that do not identify as part of the gender binary, who some may call “non-binary” folx, are unfortunately, at times, left out of conversations around gender-based/power-based violence prevention. Harmful norms around masculinity and femininity can hamper healthy social and emotional development in unique ways for different genders.

Abstract:

Our new analysis of 2020-2021 National Survey of Children’s Health (NSCH)[1] data shows a statistically significant association between flourishing—a condition of mental well-being associated with positive personal and social functioning—and the availability of neighborhood amenities for Black adolescents (ages 12-17). Based on NSCH parental responses, Black adolescents who live in neighborhoods characterized by the presence of sidewalks/walking paths, recreational centers, parks/playgrounds, and libraries/bookmobiles are more likely to exhibit all three NSCH indicators of flourishing (showing interest and curiosity in learning new things, staying calm and in control when faced with a challenge, and working to finish tasks) than Black adolescents who live in neighborhoods that lack one or more of these amenities (63% and 55%, respectively).

Breaking the Cycle: A Life Course Framework for Preventing Domestic Violence

Forward Change synthesized a large body of research on the individual and ecological risk factors for perpetrating domestic violence that occur across the life course from in utero to young adulthood. The synthesis presented in this paper reinforces some of what is known and emergent in the fields of child trauma and brain development science, and it also uncovers new insights. The following are a few of the key themes and findings explored in the remainder of the paper:

The prevalence and consequences of domestic violence.

Millions of women, men, and children experience domestic violence every year with profound short- and long-term health impacts. Many serious consequences follow in the wake of exposure to domestic violence for children and teens, including the risk that those who are exposed will continue the cycle of violence as they move into adulthood.

The drivers of domestic violence.

The paper identifies three levels of factors that drive domestic violence: situational factors that provide the immediate or near-immediate spark for violence, such as arguments or the presence of alcohol; life course and developmental factors, such as child abuse, exposure to interparental violence, or having violent peer groups; and structural and cultural factors that drive violence in relationships, such as unemployment and poverty.

Pathways to domestic violence perpetration.

The paper shows the consequences of exposure to violence at different ages, from early child- hood (ages 0 to 5) to middle childhood (ages 6 to 11) to adolescence (ages 12 to 19). The paper also demonstrates how this exposure can result in an increased likelihood of perpetrating domestic violence.

The limitations of punitive approaches.

The paper assesses the impact of the “punitive paradigm,” which undergirds the current domestic violence safety net. While it is vitally important to hold harm doers accountable, the paper finds that focusing primarily on the arrest and prosecution of perpetrators may actually create more harm than good for some victims, and that truly reducing domestic violence requires an earlier and more comprehensive approach to prevention.

Insights and actions to strengthen prevention.

The paper lifts up key insights from the research and translates them into actions that can form the basis of a forward-looking agenda to prevent and end domestic violence. Among the key actions recommended: focusing on “two-generation” interventions that serve both the parents and the children; re-evaluating punitive approaches and systems; addressing data gaps; viewing prevention through an equity lens; and more.

A systematic review of research to evaluate the effectiveness of home visiting programmes on parenting and quality of the home environment.

Under DELTA Impact, NCCADV provided funds to DVSS to co-implement Shifting Boundaries and Bringing in the Bystander in Wilmington for the last 5 years. As part of the evaluation strategy, key informant interviews with school personnel in New Hanover County were conducted.  The interviews focused on acquiring information and insight from school staff regarding risk and protective factors that increase or decrease the likelihood of intimate partner violence (IPV).  MSB Consulting, LLC produced a highlights report to share the key findings, summaries, and recommendations from these interviews as well as a full in depth qualitative report.

To determine the impact of the Summer Career Exploration Program (SCEP), a privately funded summer jobs program for low-income teens, Public/Private Ventures examined the lives of over 1700 applicants. These youth were randomly assigned to participate or to not participate in SCEP in the summer of 1999, and their outcomes were compared at four and twelve months after program application. Researchers found that implementation was strong, but program impacts were less impressive. While SCEPs participants got summer jobs at a substantially higher rate (92%) than the control group (62%), the programs ability to translate this large and immediate summer employment impact into intermediate gains (in terms of future plans, college enrollment, work success, sense of self-efficacy or reduced criminal activity) proved to be negligible. Although impacts were short lived, the report concludes that SCEP and similar programs have an important place in the larger mosaic of supports, programs and opportunities for young people.

Family Connects is an evidence-based model designed to support whole-person, integrated health for all families of newborns at a moment of life-changing transition.

Family Connects nurses are trained to carefully assess newborns and mothers, screen for opportunities and concerns, and help families determine next steps, including when to seek immediate medical care. Family Connects nurses also keep the whole family in mind, recommending appropriate mental health services or medical care for other family members as needed – and they follow up to make sure families’ needs are met.

The Family Connects Model was established in 2008 through a partnership with the Duke University Center for Child and Family Policy, the Center for Child & Family Health, and the Durham County Health Department. This report contains powerful information from survivors who voluntarily gave insight into their experiences through answers to our questions and in their own words. They did so with the hope that the criminal justice system will hear them, believe them and effect change.

Until then, it’s a powerful reminder of the importance of looking beyond the criminal legal system for interventions that meet the needs for justice, safety and the survival of people subjected to abuse.

Lean In & Listen Up provides a window into what families need and want from North Carolina’s social-emotional health ecosystem, comprised of early intervention, home visiting, early care and education, medical providers, and other services for babies and young children.

The report themes ideas, recommendations, and personal stories from more than 200 interviews and surveys with NC parents of young children. It is intended to be a guide for advocates, policymakers, clinicians, funders, and others interested in improving the systems of care that address social-emotional well-being for babies and young children, from birth to age eight.

Abstract This study explores how community factors moderate men’s individual risk for physical and psychological intimate partner violence (IPV) perpetration. The sample of 604 male first-semester undergraduate students supports a connection between county-level protective and risk factors, an individual risk factor, and IPV perpetration. For each unit increase in the proportion of women in powerful positions within a county, there was a 71% decrease in the risk that control-seeking respondents would perpetrate physical IPV, controlling for other factors including population density and violent crime. This article presents a multilevel analysis using hierarchical generalized linear modeling and discusses practice and research implications.
